Showcasing “China’s Speed”: Shaangu’s EPC‑contracted power generation unit in Indonesia has been connected to the grid and begun generating electricity ahead of schedule.

At 7:16 p.m. on May 31, at the Konawe Industrial Park in Southeast Sulawesi Province, Indonesia, with the issuance of the grid-connection command for Unit No. 8, all eight power-generation units of the integrated stainless-steel smelting project undertaken by Xi’an Shangu Power Co., Ltd. (hereinafter referred to as “Shangu”) under an engineering‑general contracting arrangement achieved full grid connection and commercial operation one month ahead of schedule. With a high‑quality, highly efficient project delivered at “first‑class standards and within the shortest possible timeframe,” Shangu has demonstrated the “China Solution” and “China Speed” along the Belt and Road Initiative.
The industrial park is equipped with eight power-generation units, totaling an installed capacity of 1,060 MW. Its annual electricity output can exceed 8 billion kWh, delivering substantial economic benefits. At the same time, it will comprehensively and effectively address the power-supply challenges faced by users in achieving full‑capacity operations in stainless‑steel and nickel‑iron smelting, meeting the electricity demands of facilities within the industrial park—including the port, drying plant, steelmaking plant, ironmaking plant, air‑separation unit, and various auxiliary systems—for PT. Obsidian Stainless Steel OSS’s integrated stainless‑steel smelting project in Indonesia.
The reporter learned that the Konawe Industrial Park in Southeast Sulawesi Province, Indonesia, along with the integrated stainless steel smelting project undertaken by Indonesia’s PT Obsidian Stainless Steel OSS, is a steel‑industry development initiative receiving high priority at all levels of the Indonesian government. As part of its active participation in the Belt and Road Initiative, Shaangu has secured the EPC contract for a 200,000 Nm³/h air separation unit and eight power‑generation turbine sets for PT Obsidian Stainless Steel OSS. Notably, the 200,000 Nm³/h air separation unit built by Shaangu is currently the largest of its kind in Indonesia. The implementation of this project not only promotes green development in Indonesia’s steel sector but also significantly boosts the local economy and improves employment and living standards.

Despite significant pressures—such as critical staffing shortages during the on-site execution phase—the engineering team, numbering over a hundred, resolutely remained at the Indonesia air‑separation and power‑generation project site. Undaunted by the harsh realities of the pandemic and the sweltering, humid conditions near the equator, they embodied the Shaangu spirit of “storming the Luding Bridge,” working around the clock. With the “Shaangu speed” of bringing one set of generating units online every two months, and guided by the quality commitment of “world‑class standards and the shortest possible construction timeline,” they delivered exceptional service to their clients. This ensured the high‑quality completion of all eight generator sets, with grid‑connection achieved a full month ahead of schedule. At the same time, they successfully advanced the air‑separation unit of the integrated stainless‑steel smelting project for Indonesia’s PT. Obsidian Stainless Steel (OSS) with outstanding efficiency and quality. These achievements not only earned widespread acclaim from the market and customers but also infused the Belt and Road Initiative’s pragmatic international capacity‑cooperation efforts with the distinctive strength of Shaangu.
